Unfortunately, no info as to owner or manager. I'm writing to draw attention to the vagrancy problem in the plaza. I support people of all walks of life using the plaza as appropriate, the problem comes from vagrants leaving enormous amounts of litter around the plaza and obstructing public areas to consume their substances of choice. With the right initiative it shouldn't be difficult to deal with troublemakers and improve the area for all.
